JERUSALEM — Whereas insisting that Israel’s assaults on Hezbollah in Lebanon would proceed, Prime Minister Benjamin Netanyahu stated Thursday that he had licensed direct talks with Lebanon centered on disarming Hezbollah and “the formalization of peaceable relations” between Israel and Lebanon.
