KYIV — Ukraine and Russia agreed Friday to a three-day halt in preventing throughout Russia’s annual commemoration of the Soviet victory over Nazi Germany in World Warfare II, a pause to start Saturday and to incorporate a swap of 1,000 prisoners from all sides.
